PWP Voluntary Board of directors
The voluntary Board of Directors is private sector-led and consists of both elected and nominated Directors, comprising a majority of representatives from the Waterfront business community and supported by nominated representatives of key stakeholder organisations.
To ensure the best possible representation of the diverse interests of the Waterfront BID area, involving seven different business sectors and more than six thousand residents, Directors are selected based upon their skill set and range of experience. The Board currently represents interest areas including Accommodation, Attractions, Heritage, Independent Retail, Licensing, Professional Services, Education and Residential, and boasts a strong skill set in Governance, History, Leisure, Marketing, Planning and Tourism.
Nick Buckland OBE

With an impressive and diverse background, Nick Buckland has chaired over fifteen regional and national boards in his career, and is currently Chair of the Theatre Royal Plymouth and KARST, Chair of South West Waters ‘Water Futures Customer Panel’, Advisory Board Member of Devon & Cornwall Business Council, and is a trustee of both Plymouth Marine Laboratory and Peninsula Medical Foundation. He is also the Chair of Governors of the Plymouth UTC. Previously Nick was Chair of Governors and Pro Chancellor of the University of Plymouth, he Chaired Plymouth Science Park. He was also the Deputy Chair of the South West Regional Development Agency and a board member of The Plymouth Development Company.

Andrew Bullivant is a Partner with Atwell Martin, an estate agency which specialises in Residential Sales, New Homes, Land & Investment.
“Along with my business Partner Robert Atwell, I own and manage the Plymouth Atwell Martin office. I have been involved with the residential market since graduating from University in 1997 when I joined a Residential Sales and Lettings team in London. Since then I have worked for Knight Frank and King Sturge before taking the plunge with Robert in 2011 and buying this business, currently operating at Southside Street in the Barbican.”

Working for Blue Marine Foundation as a Marine Park Adviser to help form the UK’s first National Marine Park in Plymouth Sound, Josh is passionate about the sea and creating benefit for communities, the environment, and the economy.
Previously Head of Marketing & Communication at the National Marine Aquarium, Josh consults on numerous marine and maritime projects and during COVID 19 helped launch Plymouth’s successful Call4fish.com connecting the local fishing industries to the wider public during lockdown. Josh is passionate about creating legacy and success within the BID and feels the National Marine Park could be a huge opportunity for the BID. Having lived and worked in the Waterfront for a number of years Josh feels well suited to combine local knowledge with Marine, Marketing and Visitor Strategy.
Josh said, ‘We’re known as Britain’s Ocean City because we have a world class asset, and through the BID we have further opportunity to develop our community and leverage interest and visits from domestic tourists and locals alike, as we continue our journey to create a vibrant Waterfront hub.’
Penny Tarrant

Penny Tarrant is the Chair of the Hoe Residents’ Association and Chair of the Hoe Neighbourhood Forum.
Leading on the design of a Neighbourhood Plan for the Hoe area of Plymouth’s Waterfront and with a keen interest in heritage preservation, Penny is seeking to enhance and protect the dazzling centrepiece of Plymouth which is its Hoe and Sound location.

With roles spanning 30 years in a diverse range of sectors and brands including the BBC, Guardian newspapers, Savills Estate Agents, ABN Amro and most recently, the University of Plymouth, Clare brings a wealth of experience across all aspects of marketing and communications.
Having moved to Plymouth with her family over ten years ago from London, Clare is passionate about promoting Plymouth as a standout city for businesses, residents and visitors alike. She believes that there is nowhere better to live, learn, work and play than Plymouth, Britain’s Ocean City.
“Plymouth is an ambitious city with much to offer and such potential which needs to be fully realised. At the University of Plymouth the sea is woven into our heritage and there has been a focus on marine science for over 100 years. Our waterfront location shapes our work, with marine research and associated partnerships fundamental to promoting the city and furthering the University’s mission to advance knowledge and transform lives. Matt Smith

Councillor Matt Smith has been Ward Councillor for Compton since May 2024. He has served on a number of key committees, including Planning, Licensing and the Natural Infrastructure and Growth Scrutiny Panel, helping shape decisions on local development and services.
A Plymouth local, Matt is passionate about supporting his communities and improving neighbourhoods. His work in Compton has included backing community initiatives and small businesses, enhancing green spaces, supporting schools and local services, and securing funding for grassroots projects.
He is the Cabinet Member for Housing, City Centre Regeneration and Events, leading efforts to deliver new homes, drive the transformation of Plymouth’s city centre and support a vibrant programme of events. He also serves as the Council’s Night-Time Economy Champion, working with businesses to strengthen the city’s evening economy.
