The BID Ballot and Timeline 

The ballot to renew the Plymouth Waterfront Partnership Business Improvement District will be held in line with the Business Improvement Districts (England) Regulations 2004 by Civica, on behalf of Plymouth City Council.

  1. A nominated person, organisation or registered company that is listed on the non-domestic ratings list as being responsible for payment of the rates for a property (also referred to in the BID regulations as a hereditament) within the BID Boundary on the day of the notice of ballot 14th October 2021 will receive a ballot paper and ballot letter and will be entitled to vote in a secret ballot. For the BID to be approved, two criteria need to be met:

    A) More than 50% of those voting must vote in favour of the proposal.
    B) The total rateable value of those properties or hereditaments which vote in favour, must exceed the total of those voting against.

  2. The ballot will be conducted independently by Civica, on behalf of the ballot holder Plymouth City Council, and will be a confidential postal vote.
  3. Voting papers will be sent out on 26th October 2021
  4. If a business has more than one rateable property, each property or hereditament with the BID boundary will be entitled to one vote in respect of the BID’s third term proposals in a 29 day postal ballot which will commence on 27 October 2021, and close at 5pm on Thursday 25 November 2021. Any ballot papers received after 5pm on the 25 November 2021 will not be counted.
  5. The result of the ballot will be announced on Friday 26 November 2021
  6. If the BID is approved, it will operate from 1 April 2022 until 31 March 2027 delivering the projects outlined in this Business Plan.
  7. The number of hereditaments liable for the Levy is 560 at the time of writing
